I am looking for a web site developer/designer who could develop my website for a max "$20+link" or "permanent ad space".

The website needs to be frequently updated and therefore has to be in an easily editable form, over use of flash is discouraged.
I'm not sure you'll find anyone here. As far as I'm aware most/all the developers here only take larger accounts. Add an 0 and someone may take you up on this
http://www.freewebtemplates.com - have some free templates available I think. Never tried them myself so not sure what the quality is like. The ones on their front page look OK but not sure if you have to pay for those ones. You'd probably have to code it yourself though.
If you're looking for a custom design for that price, then I think paul's going to be right. I doubt anyone here's going to do that for you for that price. It's pretty low even by WHT Marketplace standards, and unless you've got a site with a high page rank and lots of visitors then most aren't going to be interested in the ad space.
